Only cities with specific improvements can build certain units: An Arsenal is required to build Infantry, Stable for Cavalry, Iron Works for Artillery or a Navy Yard for Naval Units. You can’t build settlers either and cities can’t be razed. There is a small tech tree granting some combat-related improvements, abilities and some new units. Economy, culture, social policies and religion play no role here.
